Question 2) To start, I would come up with a few alternatives in order to make the inhabitants of that area feel safest, such as alternate routes, more police, more small shops/business, or anything to increase the number of eyes and therefore the level of safety felt. I would then propose these solutions to the inhabitants of this neighborhood and see which they prefer, in order to get some direct citizen feedback. Next, I would implement whichever plan was chosen and agreed upon, and after a couple weeks or so with this place in place, re-evaluate and ask the inhabitants if they feel safer now, what worked, and what didn't.
