Based on my experience with participative projects in my city I believe a key element in applying the principles described in this course is "citizen education" so that anyone can be aware of the power they have and built in mechanism to prevent hijacking from an organized group of stakeholders. So i would propose requiring all citizens that live in a certain area to register to a platform when they want to participate. All citizens will have access to the information but only verified registered ones will be able to participate to in person debates on on line ideas and information gathering. One aspect could be the reformation of energy distribution, where a community could invest in local power storage facilities to collect and distribute the local produces power and decide together on regulations.
