First of all I would like to point out that the report was almost entirely wishful thinking and not at all comparable with the reality of governmental action in the last 7 years. Romania has a declining population mainly due to worker migration. Our climate is a transitional temperate-continental one that lead to a good agriculture and exports of crops and wine. As far as industry goes, we export mainly raw material, especially wood which lead to significant deforestation. Most goods and people transport is done via roads, and mainly in private vehicles. The main climate protection targets in the report are: protect biodiversity, sustainable agriculture and fisheries, water resources and flood protection and forests protection and development. In the report they mention Education and training and public awareness, along with monitoring systems as main ways to reach the goals. Personally, I think the environment is not at all a main concern or even a topic on the lawmakers agenda. This year, 2020 was the first time that the environment and climate concerns were mentioned in a public speech by the president. Most environment action is taken by NGO's at this point
