I think we can no longer afford to just talk about the looks of the building. Even with modern movements aesthetics and not engineering played a gigantic role ( mimicking machines rather than making buildings become machines). Design is so important for the performance of a building and so it should take into account energy, waste and now information management. Design should be a result of multidisciplinary work that goes beyond aesthetics. A future city is not a green washed city, I imagine it to be a mosaic of different strategies of applied science that allow infrastructure to be self-sufficient and even be able to produce energy (in the form of electricity or food or other resources) to put into the city. As for the photo, it clearly shows the dependance of electricity within a major city like Toronto and the desperate need for infrastructure that is not as dangerus and supports thousands of new comers. What would happen if the grid did not exist and we would all run on solar power? would we get this type of wire-filled cities or would we be getting more liveable cities?
