More than having a really high dependency on electricity, Shanghai city in China depends also on water infrastructure. Due to the Huangpu river that is crossing the city, they should have the proper infrastructure for mobility (Liu Jia Zui and Pudong) as well as to take the advantage of electricity from water that can be generated. Also, as I noticed when I went there, the richest areas had underground cables while the poorest only had visible cables, exposing them to high-voltage risks. Finally, as Shanghai is one of the "brightest" cities in the world, its dependance on electricity is one of the highest of the whole country.
