The fountain system in this shot is likely dictated by some sort of smart infrastructure, allowing it to conserve energy by turning itself off at night when no one is around, and likely has some mechanism that allows it to gauge the water in the pond and not run when it is too low, during periods of low precipitation. You can also see the sprinkler system, which is in a sense a very old form of smart system, increasing the amount of water dispersed for the grass and trees when rainfall is scarce and not dispersing any when it has been raining. These two systems likely work together much like many other systems in a smart city; runoff from rainfall fills the pond during periods of high precipitation, and during periods of low precipitation this very same water reservoir could be drawn from to source the water for the sprinkler system.
