For Singapore, I would guess that the three most important stocks and flows would be energy, water and food. As Singapore has almost none of these stocks of its own, dependence on outside sources becomes an issue of national security. The scarcity of these stocks necessitates greater flows of these resources into the city. Singapore would benefit from a shift to sustainable, locally-harvested sources of energy, continuing diversification of national water sources and a push for urban factory farming to produce more food closer to the point of consumption.
