The dominant fossil fuels used in Germany are gas and oil followed by coal, with coal being the only source that is produced nationally. The consumption is approximately equally distributed among industry, transportation, as well as buildings. Each of these sectors represents 27% to 29% respectively. However, I would address buildings in the first place since the measure will be spread among many users and therefore can be implemented best. The Sankey diagram below shows that heating is taking the majority of the energy in Germany buildings. My idea would, therefore, be to make low carbon heating mandatory for existing buildings. The problem with the current policies is that they only apply for newly constructed buildings and therefore the impact is little.
