CDS project for redevelopment of the oldest town center The location is the earliest center of the town. It has been the town center throughout ages. But it has lost its central identity in the last 50 years. Now the neighborhood is perceived as an insecure, underdeveloped, unsanitary and problematic locality. Still local residents are living there. The redevelopment project would need a project steering platform of representatives from the local government (municipality), central government (the funding ministry), city council (platform of NGOs), universities (for academic input) and residents. Different discussions should take place at working subgroups, i.e. financing, architecture, city planning, engineering, employment-labor and economics, sociology, psychology, etc. There should always be some residents in every working sub-group. The residents may be chosen from the relevant background. Central legislation, local regulations, technical recommendations of the working subgroups and major NGOs and international standards on technical topics (e.g. electrics, mechanics, material science, etc.) should be adopted as guidelines.
