My most livable cities that I have experienced: Exeter Utrecht London Barcelona Prague For me, the most important factors are: 1. walkability/ease of transport 2. Access to public spaces and facilities 3. Access to nature 4. Good quality housing 5. A dynamic economy - so people have lots of shops, bars, and restaurants to go to My own city, Exeter, is small enough to walk across in about an hour. It also has very good access to nature, with several good parks being inside the city limits, and a national park on its doorstep (the attached picture is from one of these). There is unfortunately a lack of public transport, but a good number of public spaces (arts centres, venues, as well as squares). The economy historically has been weak and centred around the university and hospital (biggest employers), but it is starting to become more dynamic and diverse in its offerings to local people.
