1. The dominant fuel in Hong Kong is oil products, with a total of 21.78 Mtoe. 2. These oil products are mainly used as bunker fuel. 3. Cargo ships and their fuel are significant source of environmental pollution. The International Maritime Organisation has already limited the fuel used in ship to contain no more than 0.5% of sulphur. This is not a very common air quality regulation globally. It is expected that this policy will bring significant benefit to coastal cities. Since this policy is not compulsory, as IMO does not have the power to force governments to follow, I would suggest the Hong Kong government to require all ships entering the city to use only <0.5% sulphur-contained fuel. This could be done by legislation. With this law, Hong Kong would be expected to reduce sulphur dioxide in air by up to 50%, following China which has already implemented this policy in 2017.
