I would say that the most livable place is the small town (Tenjo) here in the attached picture, where I live, that is close to Bogota, Colombia (16KM), because of a mix of tranquility (silent), great wheather, safe, with good infrastructure and beautiful landscapes. Other cities that I know which are very livable are, Zagreb (Croatia), Paris, Austin, Texas, Lugano (CH), which have the perfect environment to be creative and to provide good infrastructure and safety to have a good living.
