The previously built bridge, that of Bacalan-Bastide, had also been the subject of concertation, as provided for in the town planning code (article L300-2) but with little participatory methods (town hall registers and public meetings information) set up when the project was already very advanced. This way of conceiving of concertation had been strongly criticized by the associations, some of which had even filed a lawsuit against the Cub on the grounds that the concertation was insufficient. The Cub had finally won, the town planning code being undemanding on the quality of the consultation undertaken.
