In 2007, the Urban Community of Bordeaux (Cub) decided to carry out an “urban crossing” south of the city of Bordeaux, in the extension of the boulevard Jean-Jacques Bosc. La Cub is a growing urban area that brings together 27 municipalities, including the city of Bordeaux, which alone has more than a third of the population. The previously built bridge, that of Bacalan-Bastide, had also been the subject of concertation, as provided for in the town planning code (article L300-2) but with little participatory methods (town hall registers and public meetings information) set up when the project was already very advanced. This way of conceiving of concertation had been strongly criticized by the associations, some of which had even filed a lawsuit against the Cub on the grounds that the concertation was insufficient. The Cub had finally won, the town planning code being undemanding on the quality of the consultation undertaken. But both elected officials and technicians did not want to repeat this error with the new project.
