In order to solve the problem of safety at night, it's paramount to first identify the exact nature of the problems (safety being an ambiguous term) and then its roots. For example, the problem might lie in poor lighting or in poverty, or in unsafe road traffic. In order to learn more, I would seek input from citizens in study panels, paying particular attention to the representativeness of the samples for the local neighbourhood. In particular, voices of elderly and children should be included, as they are often marginalised. It would be important for me to conduct "field research" - walk the streets of the neighbourhood during the night both alone and with local residents. That would foster better understanding of the problem. I would try to gather hard data - e.g. if the problem is road safety, by monitoring traffic flows and speed. Any solution would be first consulted with the citizens before being implemented as well. If feasible, I would also test run the solution on a smaller scale (for example by installing additional lighting on one street and analysing whether it led to better safety).
