Bogotá does not have records on any transport times or if it has there is no public information or data on it so for this problem, "Bogotracker" could be a CityApp in which every citizen could give info about their transport times, bus number, paths and location in order to facilitate mobility between mass transport users, like SITP or Transmilenio.
