I would define livability as a set of “qualities” or “parameters” that make life in a city convenient, safer, stable, healthier, inclusive, diverse, knowledgeable, and affordable. So if a city provides access to quality health, education, recreational, employment opportunities along with a cleaner environment, low crime rate, low risks of accidents (safety), hazard and disaster management (stability) and affordable housing for various segments of population (young kids, teens, adults, senior citizens, disable), I would consider it a livable city.
