This is one cultural complex under construction in Suzhou. After deciding that they will build a cultural complex here, the local government invited a foreign architect to design this project. Since the architect's crazy proposal of two "ribbons" asks advanced technology as well as suitable material, they construction process also involves foreign teams and companies. I once heard form an architect that, when Chinese clients seeks for architects, they have a strong preference of "foreigners", sometimes they simply want to see foreign faces. They seem to believe that "foreign" is always better than "local".
