This picture describes the contrast in transport infrastructure, between the use of road infrastructure for cars (which is partly used for parking spots, thus restricting the number of lanes available for traffic), and the use of the river infrastructure for boats, which is also used, but to a much smaller extent. In the future, river traffic may be more extensively used, e.g. to reduce the carbon emissions associated with transportation of goods.
