I would form a range of citizen focus groups, randomly selected but from the general area where proposed developments are set to occur. They would be consulted at three stages - during the initial scoping, at concept design stage and at final design. Design professionals will be taking their lead from the focus group, but will be applying their design knowledge and skill to find innovative solutions. There will also be a review stage - after implementation it will be an opportunity to gather any lessons learned, that will then inform future projects
