By briefly looking at this picture, we may see spooky and unwelcoming urban landscape, thunder sky only emphasizes the atmosphere of hostility. Fusty and scrapped facades, bright and inappropriately placed cafe sign are true indicators of poorly designed territory. Absence of any design pattern, scale, the functional program means that apartments are low-priced and at the same time not in demand (otherwise we would not face such landscape). Why wouldn't it be not in demand? Hostile neighbors are the answer. With predictable frequency gather disturbing neighbors in the so-called "pub", which further leads to punch-ups, conflicts, and environmental damage. Hense, here we can visible information (degraded urban environment) may show us hidden, invisible information (hostile neighbors, low-priced old apartments, dangerous streets.)
