Piacenza, PC, Italy. I have no accurate number of the city and rural. But from the two images, the UHI might be caused by the low wind velocity in the city as the road is narrow enough to capture less energy in the old city area. As the old city could hardly be changed, the best solution for the UHI is to reduce the entrance of the energy which enter the road. The heat in summer is not only come from the sun, but also comes form cars and air conditionings. Thus, the policy in Piacenza is to limit the cars which could enter the city in daytime, and high taxes for air conditionings.
