If the security situation is bad in this neighborhood, the first thing I would do is to make most of the places in this neighborhood accessible and visible, which means someone can easily get in and out of these places and the places are under surveillance from residents, community police stations, and cameras. Also, put some lights to make places bright. To public spaces: make them more attractive / multipurpose so more people pass by and stay or even do some activities
