1. For Russia the dominant energy sources are oil and gas (however, almost half of it is exported). So for the final consumption the most popular fuel is gas; then oil. 2. The highest consumption is in the industry (mainly iron and steel). Second large consumer is the transportation sector. The third is the residential one. Unfortunately, the idea of energy efficiency in building occured in Russia only several years ago, and the class of majority of the buildings is still unknown. 3. Being a policy maker, I would increase energy efficiency in Russia, because lots of it just goes into waste. Only power plant losses are equal to a quarter of Russia's final energy consumption! I would start with energy efficiency measures for industry and heating plants, because their condition is unsatisfactory (the infrastructure deterioration is 60% on average that leads to high losses). I would also pay attention to increasing energy efficiency in buildings.
