What about an assistant app dedicated to my city ? An app allowing me simply to ask questions, get direct answers or being routed to external apps (Transport, Utilities, ...). Based on this context each user can benefit from this request to provide feedback in a simple manner: Grade, Photo, Text. In Background (on citizen approval) metrics on the context of the request are captures (Noise, Humidity, Temperature, GPS). These feedback, completed with smart data on the context of the demand are helping to analyse the question, enrich the city model and the capabilities to answer to specific requests.
