In my opinion, the most important stocks/flows in Tokyo metropolis area is land, capital and density. As a seaward and high density city, land reclaiming is always an important activity in Tokyo bay area since several hundred years ago. Land reclaiming created new capital and economy centre in the city. The density of each capital also be influenced by urban decentralization that caused by land reclaiming and other reasons such as population decreasing and new big event like olympic game.
