I believe that even reinforced concrete manufactured locally relies on a global economy. This is because the concrete has been produced using knowledge from advanced countries. For example, "cold concrete" would not be made possible if there was not a global economy. Building design procedures and even procurement methods is mostly done using methods from other countries.
