This commuter rail line connects many adjacent towns and cities in Fairfield County, Connecticut. The four sets of tracks allow for local and express service in both directions simultaneously. This stock of transportation capacity means that many more trains can flow along this line than currently is the case. Nearby is an interstate highway following the same route as the train whose capacity is often overwhelmed by the flow of car and truck traffic. Stocks of parking are dispersed all along the rail route--at stations and at nearby businesses. The available stock of parking far exceeds the flows of parked vehicles in the area. The stock of parking could be repurposed to build mixed use construction nearest to the rail stations. The flow of rail cars could be increased to transport the increased number of people who would then live in the area of the stations. This could reduce the flow of vehicles on the highway, thus reducing congestion which plagues this region.
