In my city active citizens have to complete a difficult quest before proposals or complaints are taken into account and implemented. That is because local authorities can answer you in a manner that they are not responsible for something and suggest you sending another department a letter. But you will get the same answer. Probably they do that to slow down or cancel improvements needed, or maybe they are not interested in enhancing citizen’s participation. The app should contain an interactive map showing responsible local deputies (people will know who to ask for help) and layers for specific areas and borders (police, eduction, medical, administrative). You will need to take a photo linked to a location and AI will identify objects on the image. Then you can click on them and see what autority is responsible for, say, building maintenence, road sign placement, tree trimming, sidewalk cleaning etc. Being supported and developed by the local government, this app will provide up-to-date and relevant information (hopefully). I believe it will ease the life of activists and other people who are trying to be responsive. Moreover, no institution or authority will wriggle out of doing their job.
