The energy security discourse used in recent years in the literature related to public economy law and political sciences as well as in journalism has made a comeback of some sort. This results from the geopolitical situation in the country and in Europe as well as from new legal regulations related to strategic sectors, among which the energy sector plays a vital role. Therefore, an attempt is made to discuss the issue of energy sector. The present paper presents the legal and nonlegal environments of energy security, the legal definition of energy security, taking into account any related obligations (e.g. the obligation to safeguard security of electricity supply and ensure balance between energy supplies and the demand for energy) as well as the historical processes that took place in the energy sector. Non-regulatory conditions for maintaining energy security are presented and discussed. Furthermore, the reasons and explanations for treating the energy security as a general clause are provided.
