1. The difference can vary as much as the first number indicated, between the city and rural areas. The second number is the avg difference between the two. Dallas 19 degs, avg 3.8 degs. Miami 17 degs, avg 1.7 degs. NY, NY 20 degs, avg 2.7 degs. 2. Where I live it can vary as much as 27 degs. The avg is 2.4 degs. In the city, the street canyon heat is caused by solar and thermal radiation. 3. Measures for my town would be electric bicycles and scooters so people can use a green alternative to cars. And a website to facilitate ride-sharing!! 4. The two above measures have been implemented in my town. I don't know what the visible effects are.
