Based on my experience the 5 most liveable cities are Toronto, Vancouver, Paris, Tokyo, and Montreal. I judged these cities based on: Public Transportation, such as walkability, public transportation systems, and streetscapes, general cleanliness, development of public green spaces such as parks, safety, and design of public spaces promoting culture. In my city they are developing transportation, LRT and bike lanes, and working on cleaning up run down areas of the downtown. In my opinion they should work on the shared public spaces such as squares and parks as these are often run down and empty.
