Because the city of Leicester is relatively small (ca. 100,000 inhabitants) the UHI is fairly small and summer and winter variations are small, see http://centres.exeter.ac.uk/cee/prometheus/uhi_paper_preprint.pdf The surrounding countryside is dotted with small towns and villages, each with insignificant effect of UHI. The limited UHI in Leicester is mainly caused by stone and asphalt in the city, more sparse in the countryside, that keep in heat. The various parks and the river Soar help to cool the city. 3. The squares and street have little in the way of trees and other greening, which could help reduce the UHI, otherwise not much has to be done to limit the UHI as the countryside and parks are nearby. 4. As far as known there is no policy in Leicester concerning UHI.
