Where I live, a number of people do not use waste collection/recycling facilities responsibly, or they dump waste in public spaces, or they allow their dog to foul these areas. I propose a mobile phone app called "Stink" whereby responsible citizens photograph evidence of these offences. The app would link the photo to the date/time and location data on the phone and a "submit" command would transfer the information to the Local Authority. At the local authority end, "Stink" submissions would automatically transfer to a computerised system, and the location data used to visit the area and remove the offence and erect written warnings against creating such health hazards. The system would also monitor offences reported/resolved. The app could also keep a count of the number of times an offence has occurred in the area (or if it remains x days from reporting it). Once the count has exceeded a certain number, successive submissions would also be sent to local Councillors.
