This picture was taken in a nearby neighbourhood. What you see in the picture is mineral wool, a material used for isolation/insulation. It is manufactured by a Danish company with a world wide presence and over 10000 employees. The factories are located primarily in Europe but they have production all continents. I was not able to locate from where the company draws it raw materials, but as it is minerals it could literally be from almost anywhere.
