Hong Kong, New York, Paris, Singapore, London Safety, Infrastructure, Dynamism, Mass Transport, Education all these places are great centers for it. Metro Manila needs more work on aspects of safety specially with non crime related safety issues like building and transport safety. Power, Water is much better now but sanitation still needs a lot of work. As a megacity it's very dynamic, never boring, lots of options for city dwellers to do. If there is one major improvement we need to make is investing to make commute times more manageable, forget car centric solutions focus on getting higher densities so people can walk , more walkable city spaces and yes mass transit . Manila is a big education center , the biggest in the country. Improvements can always be made though to make them more competitive worldwide.
