For citizen design, I would try to involve all neighbours of an area by first inviting them to multiple meetings organized at various time of the day so most of the people interested can come. At the meeting, i would explain why we need them. The ones interested could then group into expertise teams based on their experience. Then, a dialogue between all can take place.
