In my opinion the five most liveable cities are: Milan, Barcellona, Copenaghen, Stockolm and Porto. A liveable city has first a great possibility of different types of mobility, second has a great number of public spaces, a lot of public services and a good ecologic mentality. For valorize a city like Milan with this points in my opinion we should spend more time on the green areas, avoiding wasting spaces and reprojecting old dismissed sites.
