C. Freedom: Free to say and speak your mind; a government that understands and grants freedom to all its citizens equally. D. Culture: Availability of cultural activities, and a cultured population. E. Connectivity: Multiplicity in effective public sustainable transportation. 3. A. Safety: The most important flaw of Bogota. It has been getting better, but remains the biggest deterrent to foreign migration and investment. It could be transformed with a more effective legal system, better police training and by building trust among its citizens. B. Warmth: Bogota is a warm city emotionally. Most citizens help each other out, smile, and have a positive joyful attitude towards life. Further equality among its citizens could improve this characteristic. C. Freedom: Bogota is a city where most freedoms can theoretically be exercised, however, because of lack of safety, one doesn’t perceive these freedoms; improving safety, and eliminating corruption at all scales the perception of freedom will also be improved. D. Culture: Creating more museums and cultural activities. E. Connectivity: Effective public transportation.
