Kazan [K] from Tatarstan, Russia, the region’s capital. For comparison, I chose one small town Laishevo [L] by the river Volga (same as Kazan) in 40 km from the city. The UHI (values from http://www.pogodaiklimat.ru/weather.php?id=27595&bday=1&fday=2&amonth=7&ayear=2017). The values are from 1.07.2017, 15:00, the hottest month. [K] - 70,52 F, [L] - 67,1 F. The difference is 3,42 F, so the heat is less intense as in examples. Average temperature (2017) (http://russia.pogoda360.ru): [K] - 74,84 F, [L] - 67,82, and here the difference is 7,02, this shows intense UHI. This difference reveals that summer months have dissimilarities in their temperatures, and average differs from the results of particular days. Overnight: [K] - 57,02 F, [L] - 57,92 F, difference: -0,9, the situation is rather similar. In average summer night temperatures, [K] - 59,18 F, [L] - 55,58 F with 3,6 F difference. Reorganizing the roads, with more dense net with green small roads will bring more shadows and surface cooling, cleaner air with less dust. Significant public spaces should be with fontains. There are no policies for UHI. Our laws focus on industry constraints and architectural requirements for insolation and aerating.
