The top five cities for liability (of places I have lived or visited) are, in order of liability: 1. Perth, Australia 2. Bonn, Germany 3. Cambridge, UK 4. Tallin, Estonia 5. Denver, Colorado USA Factors that I consider to be important for a city to be liable are: 1. Employment opportunities 2. Access to high quality education 3. Infrastructure and amenities 4. Climate 5. Open space and access to nature My home town of Doncaster needs more high quality employment opportunities, is currently improving its supply of tertiary education. Doncaster is investing in improvements in infrastructure (though they are missing opportunities for improved sustainability by greater use of active mobility). The climate is temperate and there is an abundance of open space and access to nature and rural areas. With some closer attention to sustainability of infrastructure and successful creation of well-paid employment opportunities, Doncaster could easily become a highly livable city.
