My top-5 factors: 1. Ability to get what you need without use of car. In the other words, pedestrian-oriented city. 2. High quality of a public transportation system - modern, stable, affordable. 3. Diverse labour market. 4. Many public spaces. 5. Different housing options, including rental, of a good quality and price. My top-5 liveable cities: Barcelona, Copenhagen, Vienna, Berlin, Oslo. My city - Moscow - is not liveable in these factors. Actually, some districts do not have access to public transportation. In most cases you have to use care or bus instead of walking. Housing issue is also a problem.
