If i could take part of it, I would avoid to built buildings in the center of UB city. And would propose to create new little sub-cities and/or districts. Such as district that only have Universities and other environments. At the moment there are so many buildings without any urban planing in here, which so messy. It causes traffic jam and affect air flow. I believe city has to have well planned urban plan. Which will affect index of livability.
