2) The main UHI effects that I can identify: Before collapse of the USSR, our city had been built according to design that consider wind rose blowing from mountains. After getting independence in 1991, city building became chaotic, and higher part of city fall under active housing development. Therefore, wind penetration to center of the city is now encumbered. 3) I would propose creation of standards that regulate building location and shape in strict compliance to wind rose. 4) I guess our city council still doesn't have any of policies to reduce UHI effect.
