WIRA – App (Who is responsible?) As a first step towards a more responsive governance I propose an barcode / QR code based app that helps citizens to identify the right person or administrative unit responsible for a specific concern. Often citizens engagement is thwarted by not knowing who an how to contact. To prevent the citizens from beeing frustrated and to make their engagement to participate more efficient, the app will directly link the place or object of concern with the responsible person or unit. The authorities mark urban spaces or specific objects with a barcode / QR Code. Citizens then will be able to directly place their proposal or concern, even adding a photo would be possible. Examples may be citizens advice and proposals concerning management tasks (such as clogged drains, overflowing garbage bins, greenery overgrowing public sideways) but also design issues (such as lack of lighting, tripping hazards, position of bicycle racks or other furniture in public space).
