The app should facilitate public discussion on collective welfare ends in prioritizing resources in project designs. It should be based on specific cases where there would be a choice to either submit, review or look a statistic in relation to the chosen project. Submit would be to submit a proposal, to review would be to score proposals in relation to some predefined and citizen defined public values (for example affordability, convenience, equality, equity, justice, efficiency, safety, security etc.) and lastly the statistics would rank the proposal on the multiple public values. That way you can choose and compare different proposals in terms of public values. Which one creates most social justice? Which one is the safest?
