The major fossil fuels used in the United States are 1) Oil 2) Coal 3) Gas. The fossil fuels heavily stacked on the use of oil are primarily used for transportation purposes. Secondly, they are used for industrial use. If I were to create a policy in order to combat the use of oil I would implement a cap and trade policy in which the revenues provided by the program fund renewable energy developments. So, in theory the program leverages a cap on pollution driving emissions down to fund renewables which will lead to economies of scale allowing renewables to become cost comparable to fossil fuels.
