Since in Romania , more than 90% of population own a home or an apartment in a building, government took action to lower the use of energy for heating and air conditioning. There are several programs nationwide for the thermal insulation of the buildings , most of them with EU funding(buildings built between 1960 and 1990). Attached photo is indicating a building with thermal insulation in progress.
