Winters are severe and lengthy, and the lowest recorded temperature was -55 °C in January 1931. Nowadays, the average temperature in January is between -21 °C and -13 °C. The average temperature in July is +18,7 °C. UHI effect of the city is manifested in the fact that in winter the city is a little warmer, and in the summer it's hotter. Here you can look at the two images: first image shows an urban territory of Tomsk and second picture shows rural area near Tomsk. We can say that transport, high built-upness, industrial activity caused the growth the temperature in urban territory. 3. Which are the measures you would propose? If I were an urban manager, I would try to increase the number of green areas and use energy efficiency technology. 4. Is UHI effect concerning policy making in your area? Tomsk scientists study this problem. Some of them investigate problems in the field of environmental protection and energy efficiency. For example, Sergei Mikhalap is the young researcher in Tomsk State University of Architecture and Building. He focuses on the construction of wind-powered generator. Administration of Tomsk created laws in the field of increase quality of urban open spaces, energy efficiency, and environment protection.
