My own idea for a Citizen Design Science project: First of all, like in your example, I would look for a key challenge in the city that affects the citizens. For Stuttgart, I would ask a question like this: How can we improve air quality in Stuttgart? Then I would set up an ideas competition in which people can participate online (PC and mobile app) as well as they can hand in their idea in boxes at frequently visited places where waiting time occurs, e.g. citizens' center, town hall, or in cooperation with cafés, universities and libraries. Additionally, I would organize a Hackathon or Makeathon together with well-known authorities and sponsors, as a one or two day event. It should be directly in the city center to arouse as much attention as possible while it is happening. It would be an event with bands, food stations, a citizen slam (as one way to present ideas), a playground for children and a cozy resting area for passersby. There will be a jury of famous people as well as environmental experts and urban architects. The winner will get a very nice prize, and there will be several categories: senior citizens, adults, students, and school children. The winners get e.g. sustainable prizes like a green travel arrangement, a voucher for green clothing, a free parking ticket or public transport tickets for one year, etc. - and maybe they get a little monument in public space like a cobblestone with their name on it or a little sculpture by a known regional artist. The image shows one of the reasons for bad air quality in Stuttgart: many cars (a lot of traffic), narrow streets and dense high houses.
